Signalling and Control Technology

Contractual duties6 duties
- Safeguarding the client's economic interests by ensuring cost, schedule and quality are met.Ril 806

- Receiving the contractor's consecutively numbered daily construction reports and filing them in the construction file. This does not constitute an acknowledgement of the works performed.Ril 806

- Confirming quantity determinations based on billing drawings, unless the specification explicitly agrees other evidence for determining quantities of individual items.BVB 16.1.5

Operational duties7 duties
- Ensuring compliance with operational-safety and construction-operations regulations, and documenting it.Ril 806
- Participating in coordination between construction and operations (e.g. construction-capacity management).
- Notifying construction-operations planning of deviations from the planned construction sequence that require changes to operational regulations.
- Supervising construction states, in particular work under live rail traffic, to ensure operational, structural and traffic safety at all times, including for other modes of transport at crossing works.VV BAU 2019 I, Anhang 7
- Preparing Betra applications (operating and construction instructions).
- Acting as the designated Technically Authorised Person per the Betra.
- Monitoring compliance with the Betra.
Technical duties15 duties
- Attending construction-execution meetings.Ril 806
- Supervising construction works in the signalling and control-technology discipline in accordance with public construction law, generally accepted technical rules, and above all the approved documents.
- Informing the client's representative of planning deficiencies or execution problems only identified during construction, and initiating design changes.
- Ensuring that any deviations from approved PT1/PT2 execution plans are agreed by the design engineer, the design reviewer, and the client's representative. Ensuring subsequent changes are entered into the documents in the colours specified under VV BAU-STE Annex 1.5.
- Using construction products/types/components/methods that meet VV BAU/BAU-STE requirements, or for which a case-specific approval (ZiE) with the required usability evidence exists on site.
- Ensuring the installation of special construction products under VV BAU is supervised by a monitoring body, with evidence of the corresponding requirements and expertise of manufacturers/specialists.
- Ensuring documentation during construction using DB InfraGO's own templates, plus plan tracking.
- Coordinating different contractors, where this is not the responsibility of site management.
- Returning reclaimed materials to the material cycle.
- Ensuring timely notification of acceptances.
- Initiating the acceptance of systems/components with documentation.
- Timely handover of documentation to the project lead/commissioning lead for commissioning.
- Supervising that the construction measure proceeds in accordance with the reviewed and approved execution documents and that additional provisions are implemented.VV BAU 2019 I, Anhang 7
- Ensuring reviewed and approved execution documents are present on site during construction (§ 13 para. 2).VV BAU-STE 5.0 § 15 Abs. 1
- Ensuring that, during installation of STE systems, any required deviations from reviewed, safety-relevant execution documents released for construction are made only with the agreement of the responsible design author, design reviewer, and the person authorised to submit construction documents. Subsequent additions or changes must be entered into the documents using the colours specified under Annex 1.5. Where plans reviewed by the EBA are affected, this must be reported to the EBA.
Construction-supervisory duties5 duties
- Ensuring a (partial) construction measure only begins once all required documents (including reviewed and approved execution documents and any required case-specific approvals) are available.VV BAU 2019 I, Anhang 7
- Informing the client's representative of planning deficiencies and/or execution problems only identified during construction, and requesting the necessary design changes.
- Notifying the EBA of acceptances subject to formal protocol (generally at least one week before the desired/required acceptance date).
- Ensuring acceptance testing is carried out by recognised acceptance inspectors.
- Creating the conditions for acceptance testing with EBA involvement per § 17 of this regulation.
Occupational and environmental protection8 duties
- Verifying compliance with the DB Group's environmental-legal and environment-related requirements, such as:
- Environmentally compliant and contract-conforming disposal (e.g. construction debris, scrap materials), including proper provisioning under existing DB AG framework agreements.Ril 806
- Securing agreed disposal logistics and compliance with accident-prevention regulations (UVV).
- Carrying out safety supervision where the requirements of Ril 132.0118A03 para. 3 are met and as decided by the body responsible for railway operations.
- Ensuring timely ordering of the safety service with the involvement of the operations-responsible body, per its instructions in the safety plan.
- Coordinating/documenting any required adjustments to safety measures with the operations-responsible body.
- Ensuring that railway operations pose no risk to public safety and order.
- Supervising safe operation on the construction site, in particular compliance with accident-prevention and occupational-safety regulations (limited, for contractor works, to the client's own obligations), and the safe sequencing of contractor works.VV BAU 2019 I, Anhang 7
